BOARD ATTENDEES: Mike Hajduk, Shane Taylor, Marsha McCleskey, Laurence Rooks, Heather Leiding, Jenni Walthall, Kathy Wilemon
Meeting called to order at 7:00 pm.
1. TREASURER’S REPORT – Heather presented report for 2022.
- Will be available on WHOA website: https://wendoverhoa.org/
- Proposed 2023 budget-work is in progress.
2. LEANING POST REMEDIATION
- Marsha will speak with home owner whose yard is causing the leaning posts.
- A retaining wall is likely needed to resolve the issue.
- We will table the post remediation discussion until the retaining wall issue is explored.
3. RENEWAL OF LAWN CARE CONTRACT
- Castle Lawn [our current lawn/sprinkler care provider] has offered to hold their price at the 2022 level for 2023. Their monthly price is $1900.
- Amy Sabol, Bedford Mayor Pro Tem, said C&T Landscaping comes highly recommended.
- Mike met with C&T. Their fee is $1300/month. After discussion with the Board, a motion was made and seconded to sign with C&T. We will sign a one-year contract.
- C&T also does fence repair, hedge trimming.
- Mike has asked them for a fence repair quote and has also asked forquotes from a handy man service.
4. MODIFICATION TO CCR’s AND BY-LAWS
- To reflect current technology ,i.e., solar panels.
- Recently passed state laws may have impact on HOA By-Laws, CCRs.
- Per law, HOAs cannot charge more than $75 for a resale certificate.
- Per law, WHOA needs a management certificate which Mike will checkinto.
- Our HOA processing fee for new homeowners will be $425.
- New laws may necessitate having an attorney.
- Mike suggested meeting with multiple HOAs to compare notes and get a consensus of what WHOA may need to change/update regarding CCRs and BY-LAWS to comply with new state laws.
5. INDEMNIFICATION of the Board and Insurance for the Board
- Kathy is working to get 4 bids for both indemnification of the Board and basic coverage for the HOA.
6. DISCUSSION – Alleviating mud on sidewalks through adding plantings
- Get quote for planting Mondo Grass or other type of plants to alleviate mud issues. i. Ask new landscaper to plant a small test area to see if it resolves the problem.
7. DIRECTORY DATA GATHERING ASSIGNMENTS
- Board members will go door to door and gather information.
- Ask if homeowners mind if their information is in a directory. If not, the information will be visible to only the Board for purposes of necessary contact.
- Asking for one email and one phone contact.
- Ask if they have any concerns or questions.
- When emailing all homeowners, sender will use their email as the “from” and bcc all homeowners for privacy.
8. DISCUSSION – ANNUAL DUES INCREASE
- Board voted on and passed an increase in dues to $450/year.
9. EVENT SIGNAGE
- For notifications like block parties, Halloween, Holiday decoration contests, garage sales, meetings, etc.
- The Board voted that we purchase and implement the signage.
- There is a one-time cost of $1,000 for signs and materials.
10. OTHER
- The Annual Meeting is currently scheduled for Thursday, May 4, 2023.
